Strategic Vision for Leipzig 2030
The Strategic Vision for Leipzig 2030 makes up the core of the Integrated Urban Development Concept. Together with the spatial priorities, the Strategic Vision sets the guidelines for Leipzig's urban development. It highlights the key tasks and challenges on the road to sustainable growth. The Strategic Vision follows principles such as the mixed, compact city as well as a holistic approach involving all the municipal actors of urban development and focusing on joint action.
"Leipzig is sustainably growing!" is the maxim at the centre of the Strategic Vision. It reflects the basic attitude and determination of urban players to shape the challenges of growth in a sustainable way. This impacts all Strategic Goals and Priority Fields of Action.

Elements of the Strategic Vision for Leipzig 2030 - center to edge
'Leipzig is growing sustainably!' is the maxim at the centre of the Strategic Vision. It reflects the basic determination of the municipal actors not just to tackle the challenges of growth quantitatively, but also to develop them sustainably in a manner dedicated to preserving our natural resources. In our view, the need for economic growth does not contradict the goal of the city's sustainable development. Instead, the tasks of economic viability need to be placed on an equal footing with social integration and the ecological consequences. In this regard, our definition of the Strategic Goals builds on the 17 United Nations Sustainable Development Goals.

Inner Ring: Basis for creative urban development
The inner ring of the strategic goal image reflects the foundations of shaping urban development. Ensuring economic strength, finances, understanding of democracy and natural livelihoods are paramount and decisive for the formulation of the strategic goals and priorities for action.
Middle Ring: Strategic goals and action areas
The strategic goals are the four pioneering tasks for the sustainable growth of Leipzig. They arise from the manifold challenges of a growing city.
Leipzig focuses on quality of life
The central goal is that all Leipzig residents can continue to feel comfortable and prosper in the growing city of Leipzig, and that the environment and our natural livelihoods are maintained and further improved.
Leipzig is competing
The central goal is to strengthen the economic base with innovative impulses and expansion opportunities and to increase the number of companies that create sustainable jobs and contribute to the trade tax revenue.
Leipzig strengthens its internationality
The central goal is to clearly position Leipzig as a progressive European city.
Leipzig creates social stability
The central objective is an inclusive urban development that reduces disadvantages, supports social mix and offers accommodations in the neighborhood for all age groups and income groups.
For each strategic objective, six action lines have been formulated (see graph), which further consolidate the large number of specific objectives from technical and cross-cutting issues.
Outer ring: actors of urban development
Leipzig should be a city capable of finding and implementing intelligent and forward-looking concepts for the benefit of the community. The outer ring describes the basic attitude of a holistic approach and its essential actors.
Citizen City
The aim is to strengthen the opportunities for civic engagement, citizen participation and communication so that the people of Leipzig can continue to actively support and shape the development of their city.
Regional cooperation
The goal is a trusting cooperation at eye level in the city region and in the metropolitan region on the basis of common basic principles and shared responsibility.
communal services
The goal is that our companies and companies can continue to offer their core tasks, especially services of general interest, in high quality at reasonable prices.
City Council and administration
The goal is a modern, city-wide management in the sense of a flexible, learning organization that aligns its actions with strategic goals, current action requirements and future financial resources.
