Applying for a certificate of eligibility for subsidised housing
Adult citizens are eligible to receive a certificate of eligibility for subsidised housing if both legally and de facto they are able to pay for the apartment and register it as their main place of residence. They also have to be within the limits of the applicable income thresholds. There are four different kinds of certificates for eligibility for subsidised housing (WBS) for the city of Leipzig.
The white WBS certificate entitles one to an occupancy-controlled flat of the LWB or a housing association.
The green WBS certificate enables one to rent either a renovated or a new apartment that has been subsidised by the Free State of Saxony.
The yellow WBS certificate is required to move into an apartment that was built with the support of a construction cost grant.
When moving to another federal state in Germany one is also entitled to receive a WBS certificate in accordance with § 5 of the Controlled Tenancy Act.
Necessary accompanying documents
- ID card / passport
- proof of income (i.e. wage slips from the last 12 months, pension approval certificate or certificate of social benefits, student grant (BAföG), maintenance etc.)
- disabled person's pass
- maternity log
- current rental agreement
- completed application form for a certificate of eligibility for subsidised housing
Process and procedure
The processing of applications for a certificate of eligibility for subsidised housing (WBS) is carried out by the respective authorities for the district area of residence
