Residence permit for exceptional political, international law or urgent humanitarian reasons
General information
The granting of admission on the grounds of exceptional political, international law or humanitarian grounds must be proved by an admission order of the Federal or State Ministry of the Interior or through the Federal Office for Migration and Refugees. The admission order is only valid for the persons named in it.

- Application form (see below)
- Granting of admission by the Federal Ministry of the Interior or admission order from the highest federal state authority for international law or humanitarian reasons or admission order from the Federal Office for Migration and Refugees at the behest of the Federal Ministry of the Interior to guarantee in particular the collective political interests of the Federal Republic of Germany
- Valid passport (as long as you are not excepted from this) (copy)
- Visa (copy)
- Copy of proof of having secured living costs (as long as you are not excepted from this)
- Confirmation of health insurance
- Rental contract (copy)
- for children under the age of six: a current biometric passport photo
Process and procedure
Please fill in the application form completely and sign it. Every person should fill in a separate application form. The parents have to sign the applications of underage children. You can send the application form and the necessary supporting documents by post or put them into the letterbox of the Foreigners' Authority in the Technical Town Hall - Haus B). You will be informed of the decision on your application by post.
Costs and fees
- Issue: 100 euros
- Extension: 93 euros
The cost of residence permits for underage children is half the respective adult fee.
Persons whose stay is according to § 23 Sections 2 and 4 Residence Act are exempt from the fees for the electronic residence permit. If you receive benefits from the Jobcenter (unemployment benefit II) or the Social Office (social assistance according to the social security act XII), you may not need to pay the fees. You need to submit your current benefits letter (Leistungsbescheid) for this.
