Monitoring System
Continual monitoring of the urban development of a space and its influencing factors is an indispensable instrument for urban development planning. Above all, the areas of spatial observation for housing and retail trade, for which a subsequent monitoring report is drawn up, are of particular relevance.
The Urban Space Observation System (Raumbeobachtungssystem - RBS) of the City of Leipzig, which has been in existence since 1995, provides up-to-date information and transparency, which at the same time form the basis for reliable and up-to-date information for politicians and the public. This has resulted, for example, in a restructuring of urban planning and renewal strategies due to changes in the housing market. Since the housing market is subject to great uncertainty, this and the small-scale development of the city districts are given special importance.
The most important functions of the system are as follows
- quick access to specific and current information relevant to planning
- an overview of current structural, social, economic and ecological urban structures, and
- the illustration of processes in order to recognise development trends at an early stage
A city-wide, comprehensive monitoring and evaluation system that will cover the implementation of the Integrated Urban Development Concept (INSEK) and comprehensive urban development processes is currently being developed.
